As far as I know this design first appears as 'Carpa volante' (flying carp) in (the Spanish version of) 'Happy Origami: Swallow Book' by Tatsuo Miyawaki, which was published by Biken-Sha in 1960.

The same design appears:

In 'Your Book of Paperfolding' by Vanessa and Eric de Maré, which was published by Faber and Faber in London in 1968, where it is said to be traditional Japanese.

A version with a cut tail appears as 'Koinobori' in 'Origami Festival' by Isao Honda, which was published by Japan Publications Inc in Tokyo in 1967.
