Michel Grand has pointed out to me that this design can be seen as a simplification of the Sister of Charity design (which see) and is clearly also related to the Playing Card Monk.

As far as I know this design first appears in the issue of the French children's magazine 'L'Age Heureux' of 18th September1930.
