The information about the early history of Paper Cartridges that is often quoted on the internet comes from 'The Gun and its Development' by W W Greener which was first published in London in 1881. The information shown below is taken from page 589 of the 1910 Ninth Edition.

Note that this does not specifically say in every case that these cartridges were folded from paper, although that seems to be implied.
