'Madagascar with other poems' by W Davenant, which was published by Thomas Walkly in London in 1638, contained a laudatory poem addressed to the author by Endimion Porter, which mentions a child folding and cutting paper:

This description sounds very like the making of what we now call a Paper Doily, or perhaps some more simply folded predecessor.
