The earliest design of this type that I know of is the design known in Japan as the Menko and in Western Europe and the USA as the Pinwheel, Puzzle Purse or Thread Container.

The Lady's Book (aka Godey's Lady Book) of June 1834, an American publication, contains instructions for folding a container for a court-plaster (a sticking plaster made by coating taffeta or silk on one side with some adhesive substance, commonly a mixture of isinglass and glycerine)

'Paper Toy Making' by Margaret Campbell, which was first published by Sir Isaac Pitman and Sons Ltd in London, probably in 1937, although both the Foreword and Preface are dated 1936, which argues that the book was complete at that date, contains a template for a 'Japanese Matchbox' and 'Ash-Tray'.
